This painting was painted by a very talented artist.  On the back, written in blue ink it reads:  On Baikal      Irktusk - summer '91  and signed by M.B. Lutsenko.  The artist is Mikhail Borisevich Lutsenko.  This well executed impressionist painting measures a small 4 3/8" x 5 7/8".  It looks to painted on some sort of thick card stock.  It is framed in a lighter toned wood frame that measures 5 1/2" x 7".  Please use the photos as part of the description.
