Citizen Eco Drive Gn-4W-S-12G Chronograph MOP Dial Day Date As Is not working.

This watch is really nice and very expensive if it's working . Currently it's not working and I'm not a watch expert and have no ability to fix watches or really even test them so no idea how it works or how you change the battery.  The back says it needs to be serviced by a special service center and not to open it yourself so I am not gonna do that .  So after taking it to a watch store they told me to put it under a light and it did start running but the thing that changes the time doesn't work it pulls out but when you turn it it doesn't work and the minute and hour hands don't move .  It does seem to be running but you cant change the time .  Still selling is as is no returns refunds or exchanges

It's in great cosmetic condition nothing seems broken or missing but again I'm no expert.
