This is a NOS, new old stock fuel or gas cap for an International Harvester tractor.  It is the Case IH replacement (not an aftermarket) for part number 361910R1 and 23995DC and is new in the box.  It includes the instruction sheet and the fuel tank decal.  This cap should be correct for many tractors so please do your homework to be sure it is correct for yours.
