This little assembly came out of an eye surgery laser that used a 532nm DPSS laser. It has an IR blocking filter (the cyan colored bit) and a ceramic diffuser. There are 2 identical fast PIN photodiode detectors, I guess for extra reliability. The input aperture is 5mm and its overall dimensions are 25 x 22 x 13mm.
The photodiodes are quite sensitive and only usable for up to a few mW directly. This setup was able to detect the presence of a 2-3W green laser without damage by having the beam hit the ceramic plate and positioning the photodiodes so that they only see a little of the diffused light bouncing off of that. This isn't a precision attenuator so the response may vary somewhat from unit to unit. These were used as a safety feature simply to detect the presence of laser light or not.
Photodiode Specs:
There's no simple answer to that because the detectors response is highly wavelength dependent. If you look at the datasheet here
you can see that the spectral response is highest at 980nm and falls off for higher and lower wavelengths. At 980nm this detector probably saturates at just a few mW. To measure higher powers you'd need to attenuate the beam. The assembly these are mounted in has the beam hit a white ceramic plate and the photodiodes are exposed to the scattered light. This isn't a precision attenuator though. It was a safety feature meant to detect whether there was laser light present or not.
