As printed on the card that’s quite an old one. It’s a “CAT” timecode interface for a SADIE3 system (it may work with SADiE4 too). The BNCs are video (SD)sync in and out. The 25way D type has four RS422 ports, and LTC in and out.
It would need other cards to do anything at all – the DSP audio I/O cards for a SADiE3 system. You would also need a PC with ISA slots to plug it into, and probably something between Windows 3.1 and Windows 98 or something like that. If you have matching DSP cards, and a suitable PC with ISA slots and the inclination to build it back up as the finest audio editing system of the last millennium.
